Does the inner circle of a disc sander, sand more than the outer circle?
Ok My old man and I got into an argument about this saying that; The problem with a circular disc sander is that (at a 90 degree angle) once you get a square block of wood closer to the center, it sands more wood off it, even at the same speed cause it's closer. He argues that the center moves slower and the outer rim moves at a faster rate.

You are questioning angular speed verses linear speed.
Because the sand paper is attached to the same rigid disc...all of it has the same angular speed.
The outer edges of it have greater linear speed relative to its center. v = omega*r
If you hold an impossibly thin pin against its direct center...no sanding will occur. It is linear speed v that causes the wear.
In a simple translational situation of wear...
Material wear rate is proportional to:
1. kinetic friction coefficient
2. relative skidding velocity (linear speed version)
3. contact pressure
4. contact area
Material wear rate is inversely proportional to:
1. hardness of material to be worn (its yield stress)
